Last week, Oregon Governor Tina Kotek signed into law House Bill 3349, legislation that looks to provide critical resources to Oregon’s Rangeland Fire Protection Associations, better known as RFPAs.

 

Supporters Say HB 3349 Will Help Those That First Respond To Wildfires

 

The legislation authorizes the Oregon Department of Forestry (ODF) to transfer surplus firefighting equipment, such as vehicles, radios, and gear, to local RFPAs, and invests $1 million to directly support their work.  In many parts of Eastern and Central Oregon, RFPAs are the first boots on the ground when wildfire strikes. Operated by volunteers and landowners, these organizations play a vital role in protecting rangeland, livestock, wildlife habitat, and rural communities.

 

HB 3349 creates the Rangeland Protection Association Fund, allowing ODF to sell or donate excess or depreciated equipment directly to RFPAs and support them in applying for additional grants. There are currently 28 RFPAs covering 17.6 million acres of fire-prone land across Eastern and Central Oregon.  The bill passed the legislature with strong bipartisan support and marks an important step forward in strengthening Oregon’s wildfire prevention and response infrastructure at the local level.

 

Legislation Receives Bipartisan Support From Rural And Metro Oregon

 

“This bill strengthens our Rangeland Fire Protection Associations and makes sure the folks on the front lines of wildfire response, our local ranchers and volunteers, have the support and structure they need to protect lives, property, and livestock,” said eastern Oregon Representative Mark Owens. “We’re giving rural communities the tools they’ve earned to keep doing what they do best: show up first and get the job done.

 

“As our fire seasons become longer, hotter and drier, supporting the work of our Rangeland Protection Associations will allow us to better combat wildfires,” said Portland area Representative Dacia Grayber. “RFPAs are efficient and effective at fighting fires, and no one knows their own communities like they do. They are essential resources.”

 

"The best thing we have in Oregon to attack wildfires quickly is the RFPAs,” said Prineville Representative Vikki Breese-Iverson. “The understanding they have of the land, wind, and local issues makes them an invaluable resource in Oregon. I’m happy we are supporting them and look forward to getting them more resources in the future.”

 

“We ask our Rangeland Fire Protection Associations to fight fires on the front lines, but for too long, we haven’t given them the tools to do it safely,” noted former Senator Lynn Findley.  “HB 3349 is a critical step forward. These volunteers need proper communication systems and equipment, and this law gives the state the authority to get those resources into their hands. It’s about safety, accountability, and ensuring we support the people protecting our land, our livestock, and our communities.”
