
Clarifying Cloud Seeding In Idaho
Water took center stage in the Idaho Senate last week, as legislation was introduced to update state law governing cloud seeding.
Senate Bill 1269, sponsored by Boise Republican Tammy Nichols, clarifies the Idaho Water Resource Board's authority to authorize and oversee these programs while increasing transparency. Dexton Lake with the Idaho Farm Bureau noted the bill requires public meetings and annual reports detailing operational methods, materials used, locations, and observed outcomes.
“The bill reinforces that any water generated remains subject to Idaho's prior appropriation doctrine, limits liability for authorized activities, except in cases of gross negligence or willful misconduct, and restricts state funding to basins with insufficient existing supplies,” Lake said.
Lake noted that cloud seeding has long been used in several Idaho basins to enhance snowpack and mitigate drought.
