In February, several dairies were involved in flooding that impacted the Outlook community.  The Washington State Department of Agriculture determined that a berm breach released a large amount of water from a neighboring dairy onto a compost field operated by Snipes Mountain Dairy.  The resulting discharge contaminated water in a nearby irrigation drain, a violation of the Water Pollution Control Act.

Snipes Mountain Dairy has been directed to take action to avoid a similar discharge, as described in the attached Notice of Correction.  Earlier, WSDA determined the original breach of the berm was not the result of human activity but due to severe weather conditions.  The WSDA adds this week’s ruling completes their review this winter’s flooding.
