The USDA's Risk Management Agency has made reaching targeted states a major part of its crop insurance education program.

 

 

"Mainly it's just states where there's just not as much production on a large scale, there's smaller producers, maybe smaller, more niche crops, where there just aren't as many products available and just isn't much participation."

 

 

RMA Administrator Martin Barbre talked about millions of dollars of grants available for risk management education programs. One example of a relatively new plan is the Whole Farm Revenue Protection Program.

 

 

"It's based on the revenue of your whole farm. You have to have multiple crops to qualify for whole farm, and it's more targeted to producers who are very diversified, have several different crops, maybe two or three different livestock enterprises."
