The USDA is looking to close a loophole that, in the past  has allowed millions to enroll in SNAP.  The proposal was published in the federal register Tuesday.

"At the USDA, we're taking action to strengthen SNAP by reforming what's called "broad-based categorical eligibility." This loophole allows our states to take recipients receiving TANF benefits, a program run by the HHS that provides cash and other benefits to individuals, and make them automatically available to participate in SNAP," said Ag Secretary Sonny Perdue.

Under the proposed rule, SNAP and TANF automatic eligibility would be limited to households receiving substantial ongoing TANF funded benefits designed to help families move towards self-sufficiency.

"Going forward those who receive nominal TANF benefits will need to qualify for SNAP the same way that everyone else must qualify," Perdue added.
