Senator Chuck Grassley said he doesn’t see how USMCA can be reopened, despite new demands from House Democrats that there be a “surgical” reopening.  Grassley, the Finance Chair whose panel handles trade, says in response to House Speaker Nancy Pelosi’s claim USMCA—worth billions in new U.S. farm sales--can’t be improved through side-agreements versus reopening talks.

“You can’t go back to the negotiating table, particularly since Mexico figures this is final since they approved it last week.  And Canada’s got the votes to approve it, but they’re out for elections.  They’ll have to be called back into special session in September, to probably approve it.”

Grassley says even if USMCA could be reopened, it would raise the prospect of complicating the deal with possible new demands by Canada and Mexico.
