Comments On 40+ CAFO Renewals Now Accepted

The Oregon Department of Agriculture and Department of Environmental Quality are proposing to renew registrations for 42 confined animal feeding operations, or CAFOs, under a new state wastewater permit.  Four of the operations are proposing substantial changes to their nutrient management plans, including adding land to their operations. The facilities are located in 14 Oregon counties, including six in Yamhill County.

The Oregon CAFO National Pollutant Discharge Elimination System (NPDES) General Permit #01-2026 regulates manure, litter, and process wastewater generated by CAFOs to protect waters of the state. CAFOs develop and implement NMPs describing how manure, litter, and process wastewater will be managed and applied to crops at agronomic rates. These plans are reviewed by ODA and compliance with the permit requires that operations follow their approved NMP. 

The agencies are accepting written comments through 5 p.m. October 12th. A public hearing will also be held online October 5th at 1 p.m.  The Oregon CAFO NPDES General Permit #01-2026 can be viewed online at ODA's Website.
