An irrigation district in Douglas County illegally funded a 2015 major pipe project when three board members were allowed to contribute to its construction out to their own pockets.  The state Auditor’s Office says the Palisades Irrigation District replaced its mainline pipe at a cost of roughly $44,000.  Most of that money, $40,000, was loaned to the district by three of its five elected commissioners.  Those three unidentified commissioners were then repaid at 6% interest.  State law prohibits municipal officers from earning money on their own districts' contracts.

The Palisades Irrigation District brings water to about 600 agricultural acres in a rocky canyon above Rock Island and Trinidad.
