In February, the Supreme Court struck down President Trump's emergency tariffs, which the Administration said was a tool to encourage other countries to renegotiate trade agreements.  Now that those tariffs are off the table, what does that mean for the trade picture?  Mark Powers, President of the Northwest Horticultural Council offers his perspective.
