Intractable.

That's how Ag Secretary Sonny Perdue describes some of the issues keeping the U-S and Canada from a NAFTA agreement, this after he spent a day in Canada visiting that country's Ag Minister Lawrence MacAulay.  Following those meetings, Perdue said he's still hopeful a new and improved NAFTA can be reached.

"We will continue to discuss NAFTA over the summer and hopefully have some resolution there. We feel probably more optimistic in a Mexican agreement sooner than Canada. We still have some intractable issues with Canada that we are working through, but hopefully we can get an agreement with Mexico and then with Canada very soon this summer. We know we are up against the Mexican elections the beginning of next month."

As well as the U.S. midterms this November.  Perdue noted the U.S. elections are not really playing a part in speeding up the NAFTA negotiating process.
