It may be late January, but a large portion of the Northwest is already dealing with dry conditions.  According to the latest drought numbers from the USDA over 65% of Oregon is under the D0 classification which means abnormally dry for this time of year.  On top of that 11% of the state stretching from Bend to Baker City is already D1, which means a moderate drought.

Oregon started the 2018 free of any drought figures.  As far as Washington is concerned, just under 10% of the state is under the Abnormally Dry, or DO designation.  That impacted area runs along the southern Cascades.
